The legal picture in Cologne

Germany has had the Cannabis Act (CanG) since April 2024. In Cologne this means:

• Possession: Adults aged 18 and over may carry up to 25 grams in public and keep up to 50 grams at home.
• Home growing: Up to three plants are allowed privately.
• Cultivation associations: Non-profit clubs for their registered members. Free sale is prohibited.
• Consumption: Restrictions apply in public, for example distance from schools, playgrounds and sports facilities, and a ban in pedestrian zones between 7 am and 8 pm.

Route 1: A cultivation association in Cologne

Cultivation associations, often called cannabis social clubs, are private communities. Only people who have lived in Germany or have had their habitual residence there for at least six months can join, and only one association. Supply is capped at 25 grams per day and 50 grams per month. As a tourist you cannot obtain anything there. Each association decides for itself whom to admit.

Route 2: Medical cannabis in Cologne

Medical cannabis is not an alternative for recreational use and is separate from visiting a lounge. Whether treatment is an option for you is decided case by case by a doctor. One option is zazaxpress.com: you first complete a medical questionnaire, a video call is voluntary, and your treatment request is usually processed within 15 to 60 minutes*. A prescription is not guaranteed; it can only be issued after medical treatment and once all criteria are met. With a valid prescription, ZazaXpress offers express pickup or delivery* in Cologne. You need a delivery address in Germany or you collect from the pharmacy. Medical patients can request a prescription on zazaxpress.com and use the code ZAZA to save 50% on the platform fee.

Zazapass currently lists no lounge in Cologne. Venue listings change over time, so it is worth checking back. Current listings are on the lounges page. You do not need a Zazapass for lounges in Germany, and every venue decides under its own rules whether to admit a visitor.
