How Dutch coffeeshop rules work
The Netherlands has not legalised cannabis. It operates a tolerance policy: coffeeshops that follow the AHOJGI criteria are not prosecuted for selling small amounts to adults. Those criteria are why the counter behaves the way it does.
Enforcement is real. Shops lose their licence over ID failures, and street dealing outside shops is prosecuted — buying on the street in Amsterdam gets you a bad product at best.
- 18+ only, always bring a passport or EU ID card — no ID, no entry
- Maximum 5 grams per person per day, per shop
- No alcohol and no hard drugs on the premises
- No advertising, no sales to minors, no public nuisance
- Smoking tobacco indoors is banned, so pure joints or vaporisers only in most shops
