Since the Cannabisgesetz (CanG) came into force on 1 April 2024, adults in Germany may possess a limited amount of cannabis for personal use and grow a small number of plants at home. Supply happens through non-commercial cultivation associations (Anbauvereinigungen) that may pass cannabis to their own members — there are no commercial dispensaries, and selling cannabis outside that framework remains illegal.
Consumption is restricted by place and time: it is prohibited in the immediate vicinity of schools, playgrounds, youth facilities and sports grounds, and in pedestrian zones during daytime hours. Cultivation associations are also not allowed to let members consume on their premises.
That combination is why German cities have consumption lounges and 420-friendly gastronomy rather than shops: private venues where adults bring their own cannabis, plus a separate, regulated medical route for patients.

Hamburg-specific rules to watch
The Reeperbahn area is a pedestrian and event zone with heavy police presence at weekends, and the daytime pedestrian-zone restriction applies. Harbour promenades and the Landungsbrücken are public spaces with families and school groups: not the place. Indoors, and only where the venue allows it, keeps the evening simple.
Medical cannabis in Germany: the legal route for residents
Since cannabis was removed from the narcotics schedule, German doctors can prescribe it on a normal prescription and pharmacies dispense it. Patients with a valid prescription have a legal, quality-controlled supply that has nothing to do with lounges or associations.
