Consumption is restricted by place and time: it is prohibited in the immediate vicinity of schools, playgrounds, youth facilities and sports grounds, and in pedestrian zones during daytime hours. Cultivation associations are also not allowed to let members consume on their premises.

That combination is why German cities have consumption lounges and 420-friendly gastronomy rather than shops: private venues where adults bring their own cannabis, plus a separate, regulated medical route for patients.
